Here is the real truth.
Doi Moi program openned the door to the people of Vietnam decades ago,
but
the quality of the lives of millions of Vietnamese has minimally
improved.This
comes about as a direct
result of the systematic corruption that runs from top echelons down to
the ranks among
the Vietnamese communist leadership.
More than two third of vietnamese lives below poverty line, earning
less than 2 dollars
a day, while most communist vietnamese officials live a luxury Western
lifestye boasting of having millions of dollars secured in Swiss bank
accounts.
This marked gap between the dirt poor and the new "wealthy" elite
groups of
the corrupt Vietnamese Communist party officials can even be seen from
the sky.

The expensive mansions and villas in the exclusive areas in the city of
Ho Chi Minh
constrast poignantly with the gigantic slumps and shanty districs that
surrounds

Mr Ba'tCo+mHo`aPi`nh (Rice Bowl for Peace)thought he had found gold in
this publication at "

specialized in rating country by their corruption index in which
Vietnam's rank was around 100th in a total of 153 countries examined.

Byt Dear Peace Rice Bowl, Vietnam's rank in corruption is abou exactly
her rank in Human Development Index (109th over a total of about 170
countries examined).

In Asean, Vietnam's corruption index is better than that of the
Philippines and Indonesia, boh countries that outranked Vietnam in HDI
and even more in GNP in dollars.

Two ex Communist countries Russia and Georgia that had undergone
Democratic Revolution had GNP in dollar much greater than Vietnam's but
enjoyed a much worse Corruption index. A third country that emerged
victorious from the Orange Revolution, Ukraie , managed to have the
same corruption indexas Vietnam in-spite-of-a much larger GNP.

This Analyis by the corruption think tank suggested to El Chino that
corruption in Vietnam was better than expected and that a democraticv
revolution as in Eastern Europe would not solve corruption in Vietnam.
